Snuff District Infrastructure

As part of the implementation of the 2018 Uptown Community Plan, the CRA provided TIF funding for, and managed the construction of, the complete upgrade of the utilities and infrastructure along Front Street, Main Street, and Keel Avenue. This complete replacement and upgrade of utilities, including the construction of a massive stormwater line, has enabled the revitalization of the Snuff District portion of the Uptown TIF. Redevelopment of the formerly abandoned warehouse district includes the reuse of a number of historic buildings and the creation of market-rate apartments Conwood Flats and Harborside, a new event venue – The Kent, and hundreds of affordable apartments – Burkle & Main. The revitalization has led to the creation of multiple businesses, including Soul & Spirits Brewery, and prompted Varsity Spirit to relocate its headquarters to Uptown. The infrastructure upgrades are currently facilitating the construction of more than 50 new for-sale townhomes by Memphis Habitat for Humanity and the redevelopment of the intersection of 2nd and Chelsea into market-rate and affordable housing. Overall, the project is bringing thousands of new residents to a formerly abandoned area of North Memphis, as requested by Uptown neighbors and community stakeholders.
