The Uptown Community Plan calls for the redevelopment of land which formerly housed a grocery store. Manassas Market is a community anchor, located in the northeast corner of AW Willis and Seventh Street intersection. Development plans for this site include a grocery store, pharmacy, and/or housing. 

A Phase 1 environmental assessment, including a thorough historical report, was completed in February 2025.

In 2026, the CRA Board, working with the Uptown TIF Advisory Committee, selected JEL Developments as the developer with whom the CRA is partnering for redevelopment. JEL has proposed a mixed-use project with a grocery store, other commercial and retail uses, and residential. The project is a key component of the Manassas Market community anchor as envisioned in the Uptown Community Plan.

In July of 2026, the CRA was selected by the United States Environmental Protection Agency (EPA) to receive a $765,000 Brownfields Cleanup Grant.
