Andrew Murray

President

Andrew Murray is the President of the Community Redevelopment Agency of the City of Memphis and Shelby County. Over the past 20 years, the focus of his work has been in facilitating reinvestment through the implementation of plans in disinvested communities, both urban and rural. He finds his inspiration from the words of the prophet Isaiah “They will rebuild the ancient ruins and restore the places long devastated; they will renew the ruined cities that have been devastated for generations.” While working in the private sector, he authored TIF redevelopment plans and studies and assisted clients in obtaining tens of millions of dollars in tax credits and incentives for rehabilitation of historic properties to benefit distressed urban areas in more than 100 TIF, CID, and TDD special districts. After his parents’ home was destroyed in the May 2011 tornado, Andrew assisted the City of Joplin with the creation of the largest TIF redevelopment area plan in the State of Missouri. Andrew also managed the Missouri DREAM program – a multi-million-dollar economic development program to rebuild main streets and downtowns in rural communities.

Andrew was tapped by the Community Redevelopment Agency Board to help launch the CRA as an independent agency in 2017 and recruit a CRA President and staff. After the founding CRA president, Rosalyn Willis, retired in 2022, the Board invited Andrew to lead the CRA in its mission to fight blight and provide affordable housing through a community-based approach to using Tax Increment Financing (TIF). Andrew helped the CRA establish the $26 million Binghampton TIF District, the $12 million Soulsville TIF in South Memphis, the $35 million Klondike TIF, and two amendments to the $130 million Uptown TIF District in North Memphis. He holds a bachelor’s degree from Westminster College in Fulton, Missouri and a master’s degree in Urban and Regional Planning from the University of Illinois-Urbana.
