Place of Promise

During the Covid-19 pandemic, the CRA acquired a number of blighted properties in the Exchange Triangle area just north of Poplar Avenue. After property clean-up work and partnerships to help mitigate criminal activity in the area, the CRA is working with CAAP Inc. to develop affordable housing for veterans and low-income residents. Phase 1 of CAAP’s project includes the rehabilitation of a 1-story, 11-unit apartment building at 609 Exchange that will house veterans, as well as development of affordable housing on the north side of the street at 616 Exchange. Future phases will include more infill and moderate-density affordable housing options for low-income residents in this key, downtown-adjacent location.
