Charia Jackson

Director of Neighborhood Planning and Essential Housing

Charia brings over twenty years of housing and community development experience to the CRA. She previously served in a wide variety of roles for the Frayser Community Development Corporation (FCDC), including that of Deputy Director, and as a Program Officer, Housing for LISC Memphis. A native Memphian, her professional and lived experience encompasses housing counseling, new home construction, home rehab, and community development projects. In 2019, Charia was awarded the Tennessee Housing Development Agency’s Vicki George Award of Excellence for serving Tennessee families with housing opportunities.

As the Director of Neighborhood Planning and Essential Housing, Charia is focused on executing the Essential Housing Program to create innovative, affordable housing opportunities in Uptown and Binghampton. She is working closely with local developers to build infill housing on CRA-owned lots.

Charia holds a Master of City and Regional Planning from the University of Memphis­ and is actively pursuing a Ph.D. in Urban Affairs from Memphis. She has achieved a professional certification as a HUD Housing Counselor, certificates of completion from the Urban Land Institute Real Estate Diversity Initiative, and CoStarter Training Facilitator.
