Rosalyn Willis is a veteran community developer with 30+ years of experience. Prior to returning home to Memphis, Willis worked on a team to manage $4.23 billion of investment in mixed income and affordable housing in St. Louis for McCormack Baron Salazar. In Memphis, she has led and/ or supported the development of much of the city’s affordable housing including Uptown Square, the Metropolitan, Legends Park, Cleaborn Pointe, University Place, College Park and most recently South City (a $210 million transformation of former Foote Homes). Backed by both the city and county mayor, the CRA board unanimously voted to hire Willis as President of the agency in 2018. The CRA has experienced a welcomed resurgence under her leadership, including the expansion of the Uptown TIF to include Smokey City, New Chicago and Bickford, as well as the launch of the Binghamptom TIF District.
