About Us

The City of Memphis and Shelby County Community Redevelopment Agency was created to review applications for Tax Increment Financing (TIF) Districts and expenditures of TIF Funds. The seven-member Community Redevelopment Agency Board of Directors are appointed by the Mayor of Memphis and the Mayor Shelby County. The Board is responsible for working with the CRA staff to ensure that the Board’s Bylaws are followed.

The Community Redevelopment Agency is guided by state legislation passed by the Tennessee General Assembly on April 29, 1998. A link to that act, the CRA Act of 1998, may be found here. On October 28, 2013, the Shelby County Board of Commissioners passed a resolution that set a 15-year cap on any County Tax Increment Financing. That resolution may be viewed here.
